How to restrict line manager to submit the Workforce compensation worksheet for indirect reports

Summary:

If any higher manager submits the worksheet , all the lower manager's worksheet will be auto approved and will be blocked. We have the requirement that the approval should flow through the primary line manager hierarchy, but line manager should only submit the worksheet for their direct reports and it should not have impact on any other lower manager's worksheet.

We can not restrict the submit mode with Only after approving all managers, as the level of hierarchy is very high and number of managers are also big and it will not be possible for business to followup with all lower managers to submit the worksheet.
