I am attempting to register for a new Oracle Cloud Account in the Australia Southeast (Melbourne) / Australia East (Sydney) region, but my account generation is currently blocked by an automated system lock. Even after my credit card was verified. I need assistance from an internal Oracle representative to review and clear this registration flag.

The Issue Sequence:
- During my initial sign-up attempt, my credit card was successfully verified and passed authorization checks.
- Immediately after verification, the page redirected to an error stating: "Your account registration could not be completed. You are not eligible..."
