URGENT!! Zero Ledger Balances Have non-Zero Reporting Currency Balance in APIC

We have been working with private consultants and Oracle Support on this issue for over a week and have been unable to find the cause or solution so hoping the Community can help!!

Scenario:
We are a USD Reporting Currency company selling several of our Legal Entities that are in non-USD Ledgers. We have entered a balance reversal JE to record the sale wiping out all balances in Entered Currency and after the JE was posted, ALL Entered Currency and Accounted (Ledger) Currency Balances are ZERO. However, after we run Translation (which we have to do since we have other LE's in these Ledgers that we are keeping), the Reporting Currency Balance in APIC (Additional Paid In Capital, an Owners Equity account) is NOT ZERO.
