System automatically sends rejection to candidate without checking "Send Correspondence" checkbox

In Taleo TEE 26A.1 , when a manager/recruiter changes step and rejects a candidate, the system automatically sends a a reject letter to candidate. This is the case even when they don't check the "Send Correspondence" checkbox. I suspect that this is tied to the candidate selection workflow settings overwritting the checkbox behavior. Is there anyway to turn off this behavior so the system sends the reject letter only when user actually checks the "Send Correspondence" checkbox?
