Unable to read previous pay period balance values in fast formula using payroll run date

We have implemented a custom payroll calculation in Oracle Cloud Payroll that averages selected element pay values from prior pay periods. The solution involves a custom balance that feeds into a rate definition, and the rate definition contributor is configured to read the balance by Regular Process Date.

This setup has been working correctly for monthly and weekly employees for a considerable time. However, recently, we have encountered an issue specifically affecting weekly and biweekly employees. The problem arises when the payroll run date for these employees falls outside the pay period start and end dates. In such cases, the custom balance is not able to read the relevant balances, causing the averaging calculation to fail or produce incorrect results.
