Unable to Cancel other people's requisition

A requisition is created by person A. and the requisition is in pending approval status.

Now person B is a procurement agent with full access to other agents Requisitions. When person B opens the person A's requisition and go to actions the Cancel requisition is graded out. Is it expected behavior? In procurement agent it says full access does not modify. If its a full access the procurement agent can cancel other agent's requisitions, can't they?
