ORA-00907 when loading Document Sequence Assignments via CSV

When using the ESS job "Upload Comma-Separated Values File" (File Type = DOCUMENT_SEQUENCE_ASSIGNMENT) to load Receivables document sequence assignments, any line where DeterminantValue contains an apostrophe fails with ORA-00907. All other lines load successfully. The UI accepts the same value without issue.

We are loading Receivables document sequence assignments using the ESS job "Upload Comma-Separated Values File" with File Type = DOCUMENT_SEQUENCE_ASSIGNMENT, as documented in Oracle's implementation guide (26B FACIA).

Our setup uses Determinant Type = Legal Entity. All assignments load successfully except for one Legal Entity whose official registered name contains an apostrophe (e.g. "COMPANY COTE D'AZUR").
