FBDI Import- Customer Import- Not visible in Oracle Sales UI

We loaded 13000 contact persons through Customer FBDI using HZ_IMP_PARTIES_T, HZ_IMP_CONTACTPTS_T, HZ_IMP_CONTACTS_T, HZ_IMP_RELATIONSHIPS_T. The contacts exist in HZ_PARTIES, HZ_RELATIONSHIPS, HZ_ORG_CONTACTS, and HZ_CUST_ACCOUNT_ROLES, but SALES_ACCOUNT_ID in HZ_PARTIES is null and the contacts are not visible in Sales UI. Contact Import Management creates a new visible contact with SALES_ACCOUNT_ID populated, but cannot update the existing FBDI contact using SourceSystem/SourceSystemReference. What supported process converts existing TCA contacts into Sales Contacts without creating duplicates?
