Hourly salary Basis setup : Dynamic Working Hours

We have a requirement that states standard working hour is dynamic, now for hourly salary basis set up what should be the annualization factor as the standard working hour won't be defined, it will be dynamic for different employees, for example some has standard working hours as 35 , some as 27 , 32 and 40 etc. we want to include different standard working hours under one salary basis so how can we achieve that.
