How Line Manager can access their worksheet even if there is no eligible worker for them

Summary:

We have enabled the option Track Ineligible workers. Now if a line manager does not have any eligible workers under them , they are not able to see the worksheet. Our customer wants that even if no one is eligible , manager should be able to know that all are ineligible and reason for ineligibility(custom column) , so they want this worksheet to be visible for them. how they can access the worksheet in this scenario.
