Do the new reduced Ampere A1 free tier limits apply to existing users?

According to this page, Ampere A1 free tier limits have been cut in half, to 1,500 OCPU hours and 9,000 GB hours per month.

Could someone tell me whether, as an existing PAYG user, I need to immediately cut my resource usage to avoid being billed?
