Custom Smart Actions are not working in Service Request Details Page

Custom Smart Actions created for Service Request object are not appearing on the Service Request Details page, while similar actions created for Sales (Account object) are visible and working.

I have created a custom Smart Action named “OFS Debrief Sync” for the Service Request object under the Service Center application.
The action is enabled and configured similarly to another Smart Action I created for the Sales (Account) object (“OFS Debrief Data Sync”), which is working correctly and visible on the Account details page.
