Subsequent task is triggered even if previous task is not activated

There is a task called "Check statement from previous employer" that should only be triggered if the "Upload previous employer confirmation" task is triggered.

"Upload previous employer confirmation" is activated based on an Activation Criteria and this is working well (Task is not activated if task is not applicable).

How can we prevent "Check statement from previous employer" from being triggered if "Upload previous employer confirmation" is never activated?
