Dynamic Tips in OGL

I'm looking for advice on how you would setup the following process in OGL. I'm creating a short guide on how to complete the template form for creating a new project and an issue I've stumbled upon is that we have some classifications in the template options that are dynamic based on the template you select.

So in this example, for this template it shows the two additional classifications of Budget but ALSO Finance and Growth/Replacement. All of our templates have the classification of Budget but the two highlighted are specific to this template. The templates where it only has one additional class I've been able to figure out by using a nested step and it displays the tip based on if the source template field contains certain words.
