Requisition is not going to multiple approvers using mapping set

Summary:

We have created mapping set for requisition approval based on deliver to location. When we are creating a requisition for one deliver to location, system is picking up the approver and workflow is working fine but when we create requisition with multiple lines having two different delivers to location, even though for both deliver to locations the approver is tagged, system is not been able to fetch any approver.

Requisition is created using Location A - System is picking Approver A as approver

Requisition is created using Location B - System is picking Approver B as approver
