Always Free E2 Micro quota became 0 after OCI incident COMPUTE-4C; existing instances stuck stopped

Summary:

After OCI Compute incident COMPUTE-4C ref 5b8ef695, my two existing Always Free VM.Standard.E2.1.Micro instances in US West (Phoenix) are stuck stopped and cannot start. The quota now shows service limit 0, usage 2, available -2 for standard-e2-micro-core-count. I cannot create a Technical SR because Free Tier has no support entitlement, so I am asking whether an Oracle moderator or OCI Compute team member can advise on restoring the existing Always Free quota entitlement or repairing/re-homing the affected instances.
