Instance still disabled after account upgraded to Pay As You Go — need manual reenable
My Always Free compute instance (region: eu-madrid-3 / Spain Central, Madrid 3) was disabled by Oracle after my trial credits ran out around late April, showing: "Instance is disabled and will not accept any action requests. Please contact customer support to reenable."
I upgraded my account from Free Tier to Pay As You Go specifically to resolve this (Account type: Individual, Plan type: Pay As You Go, Plan reference 42736851) — the upgrade succeeded. However, the instance itself is still disabled and Start fails with the exact same error.
