Inventory Management - Item Not Showing Up Under Item Quantities When There is No Item Quantity

Hello,

While utilizing Redwood Inventory Management, no items are showing up under item quantities if there is 0 on hand and 0 inbound.

There is a requirement from clients to have the ability to transact on an item via Misc or Account Alias transaction. But the item can not be done via Misc Transaction feature if it does not show up under item quantities if there is no On hand or Inbound.

Wondering if this is intended or a Redwood glitch. How would I go about meeting the requirement above without needing to make a PO or Req for the item.
