Report Material/Resource Transactions pages in Redwood are not showing the already issued values

Summary:

In prior updates, we were seeing in both Report Material Transactions and Report Resource Transactions in Redwood that when you opened for a particular work order, the components/resources that were already issued were displaying in the screen before entering a new component/resource, and the user could adjust the To Transact quantity directly from there. Were these pages changed to adjust that logic? The work order below is in completed status and has material already issued to this operation.
