Unable to submit certification without Document of Record

We have an enrollment restriction for one of our plans setup that puts the enrollment under suspension/interim coverage for a certain plan option selected. The employee is expected to provide the certification (EOI) for the same be unsuspended/req coverage applied. The certification is configured with a Proof of good health DoR under program. We see that per existing configuration, the DoR is inactive since 2021 and since then the certification has been submitted without DoR. This was working in responsive pages but not with Redwood pages. Need recommendation on the way forward
