Free Tier instance disabled after security incident - request for review and re-enable
Summary:
Free Tier instance disabled after a security incident. The issue has been remediated, but one stopped instance cannot be started because OCI says it is disabled and instructs me to contact customer support to re-enable it. I also deleted some affected instances and now cannot recreate them because the console shows insufficient quota / capacity.

Hello Oracle Community and Support Team,
I am an Oracle Cloud Free Tier user and I am requesting help with disabled compute instances in my tenancy.
When I tried to restart one of the stopped instances, the OCI console explicitly instructed me to contact customer support to re-enable it. The exact error message was:
