can I bill subscription without activation when actual start date is not yet determined

Summary:

We have extended warranties created in subscription which has start date based on installation completion, however extended warranty needs to be billed way in advance along with installation while the actual start date of warranty is still undetermined. If we bill with tentative start date and activate, when actual date is available we have to credit and rebill previously paid invoice which is additional work and compliance issue
