Compensation FYI notification template changes are not reflecting

Summary:

We want to change the wording for the compensation due date notification template . So we customized the seeded template and made it as default. We tried with the BIP_CLIENT_REFRESH_TIME to 15 and even waited for 24 hours to reflect , but the changes are not getting reflected. Seems like it is still referring the seeded template. If I test it in BI , it is giving the correct template data.
