How do you enable the Attachment Option on the Workforce Structures Department screen?

Prior to our upgrade to the Redwood interface, we were able to add attachments on the Workforce Structures/Department screen. These documents were permanently accessible on the department's definition screen so that we could reference them at any time. This feature has disappeared and I've been told that if the attachment option is added that any documents added will only be visible in the Transaction Console and will disappear once the transaction is approved.

How can we get our original functionality restored?
