Relationship nocb last year dimension added to a custom Balance Group Usage is not working

We created a custom balance Group usage and added the Relationship nocb last year dimension for the balance FIT Reduced Subject Withholdable added to a custom Balance Group Usage. Then we ran the Quick pay for an employee for couple of periods in current year. We then ran the Run Employee Balance Group Extract Definition report, we couldnt see the Last year balance.

We checked in the UI from Person Results and we are able to see the last year balance in User Defined column. We couldnt see the value in the balance by date page for this employee.

However if we add the YTD dimension to the balance group usage and run the report we are able to see the YTD values for this balance group.
