Recommended Oracle approach to store individual bonus targets for employee visibility and WFC

Hello,
Our organization is looking for the best practice or recommended approach to track, store, and display individual bonus target percentages for all employees. This target percentage will serve two main purposes:
1.Employee Visibility: It must be visible to employees year-round.
2.Workforce Compensation: It must be pulled into our annual Workforce Compensation planning worksheet to calculate bonus allocations.
Are there native Oracle features designed for this? Any suggestions or workarounds from those who have successfully implemented a similar requirement would be highly appreciated.
