Performance Goals basis department

Summary:

We have unique requirement where we have to configure approvals/rejections basis employee assigned department for example if employee department d1 then system should auto reject if employee not equal to d1 then approval should be redirected to LM. we tried creating using assignmentid and assignmentnumber etc getting error below
