Need Centralized / Reusable Action Rule Template for Inspection Plans

Problem Description:
Customer has multiple inspection plans. For every inspection plan, business needs to define the same action rule manually.
The common action rule is:
If any inspection characteristic fails, then create a Problem Record / Problem Report.
Since this action rule is common for all inspection plans, customer wants to know whether Oracle provides any standard functionality to create this rule once as a reusable template, centralized rule, or common action rule file, and then use it across all inspection plans.
Currently, while defining each inspection plan, the same action rule has to be added again and again manually.
