Goals re going into Draft status.

Summary:

We're on 26A and are experiencing an issue where employee goals are getting stuck in Draft status, with Terminate being the only available option. In some cases, after terminating the process, employees lose all newly added or edited goals. Has anyone else experienced this or found a solution? Any advice would be greatly appreciated. Thanks!
