Unable to add elements into compensation history

Can't add information elements that has "integer" as the unit of measure in input value to compensation history.

We are creating information elements to hold historical data for compensation and for restricting decimal places purpose for elements that are amount. We used "integer" as the unit of measure because those elements should be displayed in compensation history with 0 decimal place. However, when creating those elements in comp history, the input value field can't be populated at all and we didn't encounter this issue when the UOM for input value is something else like money or number. is it an expected behavior?
