Make Attachment Mandatory at Intercompany Transactions

Summary:

Our client would like to force users to always add attachments on IC transaction, I'm wondering if we can customize the page to make the attachment field mandatory. Currently it is found that we can create approval rule to check the attachment on transaction level but would like to know if there's a method may check when save or submit the transaction?
