Overall Performance Summary Calculation to include manual performance goal ratings

Summary:

Trying to figure out a way to have the Overall Performance Rating use manager manual ratings for both Performance Goals section and Development Goals section, plus the calculated questionnaire score (which is an average from all question scores)

Content (please ensure you mask any confidential information):

We have a requirement to use a calculated Overall Performance rating in this year's annual performance document. The requirement contains a mix of calculated ratings and manually entered ratings, which appears to not be an option with oracle's current calculation functionality.

I am open to using a fast formula to do the calculation, however I'm struggling to locate a sample fast formula that would include both a manually entered Performance Goal section rating + Questionnaire score / 2.
