Why the sale order not able to submit draft

Summary:

SO# 33662 and was not able to submit the draft for processing due to this error in Oracle ERP. We discarded the draft multiple times, recreating the allocation and trying to submit. Each time this error generated and she could not proceed. The error show as bellow.
