NEGOTIATED_BY_PREPARER_FLAG Not Populated Despite Smart Form Configuration

Summary: Smart Form is configured with "Negotiated" field enabled, however, NEGOTIATED_BY_PREPARER_FLAG value is blank for few PRs instead of being populated as 'Y'

As per our current process, PRs can only be created through Smart Forms.
Smart Form is configured with "Negotiated" checkbox enabled, and this field is not user-editable. Also, this field is hidden from users by default.

However, for few PRs, we have observed that after submission, Negotiated field is displayed as "No" in the UI.
In the backend, NEGOTIATED_BY_PREPARER_FLAG remains NULL.
Consequently, the requisitions do not meet the criteria for automatic PO creation, and the PO generation process fails.
