How to set static/Dynamic password generation for PO-PDF in Oracle Fusion

A requester received a Purchase Order (PO) change notification, which included the PO PDF.
The requester forwarded this email (unintentionally) to another internal user, However, the forwarded recipient was still able to:
Open and download the PO PDF
View complete PO details directly from the email

Concern:We would like to restrict access such that:When a notification email is forwarded,The forwarded recipient should not be able to open or view the PO PDF
