UK Local Government Pension Scheme Assumed Pay Data Migration

The UK Local Government Pension Scheme calculates Assumed Pensionable Pay (APP) using an average over a three-month period. However, the implementation guide does not provide any guidance on how the balances used in this calculation should be initialised. Having looked further into the seeded formula, it appears that balance initialisation may not work in any case, as the formula checks for processed payroll periods. In a new implementation, an employee's enrolment date is likely to be earlier than the first payroll period processed in Oracle, so there would be no historical periods available for the calculation.
