Dynamic Skills is failing on job and event application flows. Is this a bug?

The skills section on the external career site job and event flow application is not displaying any skills despite enabling the feature and completing all required configurations. We followed all the recommened steps and updated the VBS and TDS rules to make skills visible in the requisition. However, we still do not have the option to add skills (no search bar or place to select skills), and even selecting required skills added to the requisition results in the perpetual saving state error.

We have had an SR open with Oracle for several weeks now, and have been provided with several things to try, but nothing has worked. Is this a bug and/or is anyone else experiencing this issue?
