Create Prescreening Questions While Creating or Editing Job Requisitions 26B

Summary:

I am trying to enable the 26B functionality to allow Recruiters to add adhoc prescreening questions when creating requisitions.

The 26B Whats New note says a new privilege is available:

Create Prescreening Question for Job Requisition (IRC_CREATE_PRESCREENING_QUESTION_FOR_JOB_REQUISITION_PRIV)
By default, this privilege has been added to the Recruiting Manager job role. Customers who are using custom roles for Recruiter and Recruiting Manager need to add this new privilege.

I can see this privilege on the seeded Recruiting Manager role, but I am unable it find it to add to our custom Recruiter roles. I have tried adding it on both function privilege and role heirarchy but it is not in the list of values.
