Conditional Approval with cost center and supervisor

Summary:

We have a requirement that if cost center is 1035, the approval should go to cost center manager.(stand alone this is working fine)

If the cost center is not 1035 it should use supervisory hierarchy.((stand alone this is working fine).

When i enable them both together , i have added a ignore participant condition under cost center stage as shown below

I am adding similar condition under supervisor hierarchy but the workflow is getting auto approved and based on log i see that since no approver was returned , expense report was autoapproved.
