Instance got stopped, not starting again.

Hello Oracle Team,

My OCI Compute instance in Mumbai-India was disabled and cannot accept any action requests. Error message: "Instance ocid1.instance.oc1.ap-mumbai-1.anrg6ljrdis5ayicyvjrct5xy5n2wqfbcaqudv4eexrqpff5d7wfwibhtuxa is disabled and will not accept any action requests. Please contact customer support to reenable.". It was a free tier (4x24) ampere instance. Tried moving down to 2x12 but that's not going through too with same error.

how to fix this?
