Waitlisted Learners Process Only After Manual ESS Run

We are facing an issue in Oracle Learning related to waitlisted learners and the automatic processing of available seats.

Issue Summary

In one Oracle Learning instance, the waitlist functionality is working as expected. When a seat becomes available in an offering, the waitlisted learner is automatically processed and moved forward.

However, in another instance with the same configuration, the waitlisted learner remains in Waitlisted status even after a seat becomes available.

Observation

We compared the setup between both instances and confirmed that the visible configuration is the same, including:

  • Offering setup
  • Capacity rules
  • Maximum capacity
