Split SO Lines do not trigger OTM Planning orchestration after partial fulfillment

Summary:

We are facing an issue with OTM planning orchestration in oracle fusion order management.

Issue Description: Our orchestration process includes OTM Planning steps. Under normal circumstances, shipment lines are sent to OTM for planning successfully.
However, when a sales order line is partially fulfilled, Oracle splits the order line and creates a backordered split line. The newly created split line does not pass through the OTM Planning orchestration. As a result, the split line is not sent to OTM for planning, preventing transportation planning for the remaining quantity.

Expected Behavior: The split/backordered sales order line should re-enter the orchestration and execute the OTM Planning step so that the remaining quantity is sent to OTM for transportation planning.
