Is the "be the first to apply" tag counting all candidates or only active candidates?

Summary:

I have had a few recruiters reach out about seeing the "Be the first to apply" tag still visible on their job posting.

Some of them it was due to them removing the posting, then reposting it, which I've found resets the tag.

Our tag is set at 5 candidates, but some recruiters are saying it's still showing when there are more than 5 candidates on the requisition. A couple of weeks ago, this came up and I was doing some research and it said that it counts all candidates, even if they have been rejected.

But the issue came up again and there are 21 rejected candidates and 3 active candidates. And the job has been posted a little over a month. I can't find any other specific information about this.
