Maintenance Management: create wo's using item - not all item's showing up

Summary:

I've uploaded new items using item batches and cnce those have been loaded to PIM/PD, I was able to load Installed base assets and see new maintainable assets in Maintenance Management. I've validated that I am able to create an asset based maintenance work order.

When I go to Maintenance Supervision and Create Work Order - then select "Item" as the Source, the *new* item's I've created are not in the list. Per this functionality: https://docs.oracle.com/en/cloud/saas/readiness/scm/24c/maint24c/24C-maintenance-wn-f33725.htm

I've verified that items that are present in the dropdown are exactly the same as the new items.
