Always Free Compute never available in Singapore Free Tier tenancy

Hello Oracle Team,

I would like to request assistance regarding an Oracle Cloud Free Tier tenancy issue.

Summary

This is NOT a request for additional Always Free resources.

My concern is that this Free Tier tenancy has never successfully launched a single Always Free Compute instance since the account was created in 2025.

This is different from an occasional "Out of host capacity" error. The tenancy has never been able to use the Always Free Compute service even once.
