Cannot restore boot volume backup from disabled Always Free instance

Hello Oracle Team,

I have an Oracle Cloud Always Free tenancy in the Mumbai region.

My compute instance became disabled after my tenancy was converted to Always Free. The instance no longer accepts any actions from either the OCI Console or OCI CLI.

The CLI returns:

IncorrectState:
Instance is disabled and will not accept any action requests.

My manual boot volume backup is still available and intact.

However, the original 188 GB boot volume is still attached to the disabled instance. Because it is still attached, I have reached my boot volume quota and cannot restore the manual boot volume backup into a new boot volume.
