candidate withdraw after moving to HR

Summary:

as part of our process when a candidate is moved to HR and decide to withdraw we terminate the pending worker record then we used to be able change the record in manage job offer to manual processing and withdraw the candidate .

after moving to redwood we cannot do the same and the withdraw cancel the workrelation ship. we have multiple integrations already built based on having the terminated pending worker work relationship
