Testing bug fix 39359862 and getting an error

in Self Service Procurement

I am testing the bug fix for 39359862,

'After this fix, Self Service Procurement users will be able to withdraw and edit a pending approval change order to make additional modifications such as overriding approval, and successfully re-submit the purchase order change order for approval.'

I am testing as a self service user, who only has access to the Purchase Requisitions screens. I submitted a change order from the My Requisition screen which I can see is now pending approval. The user has no option to view or edit the change order. When selecting edit on the requisition screen user gets the below error:
