When a background check order is submitted by a recruiter on behalf of the applicant accepting offer, we need that the requester must be the system user,

Now:

• Recruiter user accepts the offer on behalf of the applicant
• Action movements configured move applicant to initiate background check
• A background check order is submitted, the requester is tied to the Recruiter

Desired:
