Adding "Announcements" in Benefits Self-Service Page

Summary:

I want to add Announcements under Self-Service > Benefits > Quick Actions — Employee Review Resources page.

I have created Announcements from under Tools > Announcements and that Announcement by defaulted comes under the Self-Service homepage area at the bottom.

Ask: I want that announcement to only appear on a particular page (Employee Review Resources). Is that something we can do using VBCS, as i'm unable to do so with VBCS.
